Throws are executed by pressing at the same time when you're close to your opponent. Your joystick position when you press these buttons determines which direction the opponent gets thrown in.
This simple move is very effective when you learn how to use it properly. To counter a throw from your opponent use the same button press at the same time someone tries to throw you

Although most character's throws do not do a lot of damage, they allow for some potent tactics because of the hard knockdown. Some throw techniques are listed below.
Tick throwing means to do a relatively safe or quick attack and then immediately throw your opponent. This is a very popular tactic, which is tricky to counter — and it's really easy to do.
Make sure your opponent has recovered from their block/hit-stun before attempting your throw, because if you do not time this properly, you'll miss and leave yourself wide open.
A wake-up throw means to walk up to your opponent and throw them as they're getting up from a knockdown.
This can be a very strong technique because of how tight the timing for a throw tech is. It's also a strong weapon against players who like to parry on wakeup, because now you're forcing them to consider three options; high, low and throw.
Wake-up throws can be countered by invincible moves or a throw tech. It's important not to get too predictable with this technique, so mix it up with lows, highs, and throws on the opponent's wakeup.
One nifty little trick is to deliberately whiff a fast move as your opponent is standing, which will confuse them into thinking that you've already committed to a move, when in reality a throw is coming.
